It still includes many shoulder, top-handle and other handbag forms, so it should remain a secondary proxy rather than being blended with HS 420291.

Historical customs examples demonstrate why the distinction matters. One leather ladies' belt bag was classified under 4202.21.6000 with a 10% ad valorem duty in the ruling, while a leather belt pouch designed to attach to a belt was classified under 4202.91.0090 with a 6.3% ad valorem duty. The ratio is not a retail price, and it can be affected by product mix, customs valuation and reporting, but it is useful for distinguishing high-value flows from high-volume flows.

For belt-bag analysis, this means European export leadership can support a premium-production narrative while Asian volume can support a manufacturing-scale narrative. The data do not identify which fraction of those flows consists of belt bags, so they should remain contextual evidence around product-specific benchmarks.
